Integrated Planning and Reporting

Integrated Planning and Reporting (IP&R) was introduced in 2009. It is the framework we use to plan, document and report on Council’s long-term strategies.

The IP&R framework ensures transparency and accountability and provides opportunities for community engagement, allowing residents to contribute to shaping the future of our Shire.

The requirements for IP&R are set out in the Local Government Act 1993 (the Act) and the Local Government (General) Regulation 2021 (the Regulation).

The Community Strategic Plan (CSP) represents the highest level of strategic planning undertaken and identifies the main priorities and aspirations of the community, providing a clear set of objectives to achieve this vision. It provides a ten-year blueprint for the future of the area.

The Delivery Program is a four-year plan that outlines the key activities Council has committed to undertake during its term of office. These key activities align with the community’s vision and strategic goals as set out in the Community Strategic Plan. The Delivery Program translates the CSP into actionable steps, detailing the specific projects, programs, and other activities Council will implement to achieve its objectives.

The annual Operational Plan, developed by the General Manager and staff, plays a crucial role in supporting the Delivery Program. This plan outlines in precise detail, how the organisation will fulfill its commitments. The Operational Plan specifies what will be delivered, the resources required, the associated available budget and the department responsible for execution. Additionally, it establishes clear performance metrics to ensure accountability and effective measurement of progress.

Our Current Fees and Charges:

The Inverell Shire Community Strategic Plan is a blueprint for expressing long-term community aspirations. Sufficient resources; time, money, assets and people are required in order to achieve delivery. The Long-Term Financial Plan is a comprehensive document that forecasts Council’s financial position and operations and serves as a decision-making tool, guiding future actions and helping to ensure Council’s financial sustainability.
