Inverell Aquatic Centre Redevelopment
Council Update – 22 April 2022
Over the last decade Council has commissioned several condition assessments which have indicated the Inverell Memorial Pool is reaching the end of its asset life.
Council commenced planning in earnest for a redeveloped Aquatic Centre in mid 2020. The first stage of planning was the completion of a Feasibility Study. The Feasibility Study incorporated extensive community consultation including surveys, meetings and direct stakeholder engagement. A draft Feasibility Study was placed on public exhibition during the month of June 2021. The final Feasibility Study was subsequently endorsed by Council at their meeting on the 28 July 2021. The Feasibility Study identified the key components that would be incorporated in a redeveloped centre.
Throughout the second half of 2021 and early 2022, Council in conjunction with industry experts Otium Planning, further investigated and developed the outcomes of the Feasibility Study when completing a Functional and Technical Design Brief. The Functional ad Technical Design Brief looked in more detail at component layout, costings, site constraints, construction methodology etc. The Functional and Technical design Brief will be a key informing document when Council proceeds to the next stage of the project development been the detailed design.
Council at their meeting on the 23 March 2022 resolved to endorse a Design and Construct project procurement model for the redevelopment of the Inverell Aquatic Centre and to commence the process. It is anticipated that Council will be calling for expressions of interest for the Design and Construct stage before the end of June 2022. Formal consultation with the community will occur again throughout the detailed design process.
Council’s Funding Strategy for the redevelopment of the Inverell Aquatic Centre relies upon Council project specific reserve funds, loan borrowings and grant funding. As grant funding is integral to the project proceeding, Council has recently made two grant funding applications as detailed below:
- > $10M application under round 6 of the Federal Governments Building Better Regions Fund.
- > $5M application under round 1 of the State Governments Multi-Sport Community Facility Fund.
