Complying Development

Complying Development is a quick, simple alternative to the Development Application (DA) process. Under the DA process, each application is subject to a ‘merit-based’ assessment. However, a Complying Development satisfies a range of predetermined planning standards and does not require the merit assessment.

A Complying Development is a building approval only. As is the case with Construction Certificates, Council or an accredited Private Certifier can issue a Construction Certificate as the Principal Certifying Authority (PCA). At the time of lodgement, the owner must appoint a PCA. Inverell Shire Council currently operates under the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008.

Further information regarding State Environmental Planning Policy (Exempt and Complying Development Codes) 2008 can be found at

A Complying Development Certificate Application must be submitted through the NSW Planning PortalCouncil is unable to accept an application by traditional methods (e.g. in person, via e-mail or via post).

Once submitted in the NSW Planning Portal, Council will undertake a preliminary check to see if all the information required for the application has been uploaded into the NSW Planning Portal.  Council will then contact you to provide additional information (if required) and pay the relevant application fees.

Please note that Council publications are available in Portable Document Format (PDF) and require Abobe Acrobat to open. Adobe Acrobat Reader is available from the Adobe website Adobe Acrobat software has an embeded ‘screen reader’ which can read aloud the text in most PDF files and is available for free at
